Required documents for the second stage:

With a (final) study permit, students are allowed to travel to Canada. Also, only if the file is completed and the final study permit is obtained, the students can receive a graduate work permit (PGWP) and start working after graduation.
The Immigration Department also pointed out that although students who received their study permit before March 18, 2020 are allowed to travel to Canada, if their course of study is held online, at the entry points of Canada, officers of the Border Patrol may prevent them from entering Canada. They enter the country and are forced to return.
